10:25 on 22 November 2013, Oil leaked from Donghuang oil pipeline of Sinopec Pipeline Storage and Transportation Branch in Qingdao Economic and Technological Development Zone of Shandong Province entered municipal drainage canal. A spark led to explosion as oil and gas accumulated in a closed space. 62 people died and 136 people were injured, causing direct economic loss of 751.72 million yuan. At the invitation of local government, CEI sent 3 experts to take part in analyzing causes of the accident, assessing safety of hazardous chemicals enterprises in neighbor ports, and investigating of potential safety hazards. They made contribution to adopt proactive measures timely, and minimize the impact of accidents so as to safeguarding port facilities.
